SF Budget Improvement Project

OverviewIn the face of severe economic challenges, the City of San Francisco decides to review and improve the difficult and often contentious process by which it passes the annual budget.
 
The ChallengeGiven the vast array of services provided by the City of San Francisco and the multitude of people and organizations involved in the budget process, the City hires Barbary Coast to ensure that the full range of stakeholders are engaged in the review, their feedback is efficiently and accurately collected, and their comments synthesized into key recommendations for moving forward.
 
Our WorkIn close consultation with the Office of the Controller, Barbary Coast works to engage all of the key interest groups and individual stakeholders who are part of the City’s budget process. Through one-on-one interviews, small group moderated forums, and take-home questionnaires, Barbary Coast successfully connects with the heads of nearly every City department as well as influential leaders in the nonprofit, labor and business communities. Through these varied feedback mechanisms, the participants are able to honestly reflect on the budget process and offer their suggestions for how it can be improved.
 
The ResultBarbary Coast Consulting authors a comprehensive report that aggregates the results of our conversations and presents the collective recommendations for improving the budget process. In the fall of 2009, the City responds with a ballot initiative to move to a two-year budget cycle, which is overwhelmingly approved by San Francisco voters.
